We have a GSD who was super timid like that at first. Now we are her foundation for safety and love. From the narrative and how Quasi cuddles with you on the couch and plays with the other dogs, we think it would be terribly upsetting to him to be uprooted and placed in another home. If it's a question of vet bills, I'm sure you could crowd-fund the resources for this angel dog! Best of luck to you and to Quasi!How is it cruel? It's not dying. All living things deserve to live, don't you think so whether ugly or beautiful. If it were suffering in pain then putting it out of its misery might be best, but that's not the case.
